1. RAM (Random Access Memory). Examples: Dedicated server with 16Gb RAM, could be divided into 64 VPSs with 256Mb RAM each; 32 VPSs with 512Mb RAM each; 16 VPSs with 1Gb RAM each; etc.

2. CPU (Central Processing Unit). Examples: Dedicated server with 4cores x 3Ghz each. Just multiply the cores by the frequency 4cores X 3Ghz = 12Ghz overall processor frequency and follow the same RAM matrix. It is important to note, that the processor architecture entirely defines the effective processing power.

3. HDD/SSD (Hard Disk Drive/Solid-State Drive). Examples: Dedicated server with 5TB HDD, could be divided to 50 VPSs with 100Gb HDD each; 10 VPSs with 50Gb each; etc. All Solid-State Drives are usually more expensive and providing less capacity, but the reason for that is the updated, more secure and ``faster`` technological architecture.

4. Traffic ( Switch Port, Traffic Limit, Internal Traffic ). All VPSs will be sharing the same Switch Port, so if the port speed is 10Gb/s, then you can create 10VPSs with 1Gb/s from the port resource each. Example for ratio with limited traffic: Dedicated Server with 100TB traffic per month, could be devided to 10VPSs with 10TB traffic quota each; etc.

There are more resources/capabilities, which could affect the Server to VPSs partition. However, the above described resource/ratio is enough to give you at least the general idea of Dedicated Server-VPSs partition ratio.
