Where do you guys prefer your VPS servers to be located?

I like Toronto personally.

for me, it depends on the target audience of the website. if the audience is primarily Canadian, then, yes Toronto

Any of the major cities in my opinion are good.

NYC, Chicago, Toronto, Boston, etc all have resources to make sure the target audience gets the best performance.

Location can be tricky for those who want to host off-shore in order to evade some regulations. Any thoughts on how you can get the best VPS performance while trying to avoid federal regulations of certain countries?
