Latency will be caused by a combination of both geographic distance and quality/speed of networks. If you have a great network and are close to the server that is optimal. However, a poor quality network and slow connection will not be helped much by a server that is very close. You need to look at both the network the server uses and you use as well as the distance the server is from you. Remember the information has to travel a long distance if you are in Canada and the server is in Singapore. It is not an instantaneous exchange.
