Virtual Private Server(VPS) Explained

This is another informative thread here on the topic VPS! So virtual private servers is also another option that we can utilize for web hosting. I'm just a llittle confused though will this, if this will only apply to shared or dedicated web hosting or if this will apply to both. And is this possible that the VPS is located in Asia providing services in the Middle East? I've read that Max mentioned about ISP services, if the locations are million miles away we might be facing a huge problem also. So will this mean that if services are coming from off shore this may not work.
