Yes, it would be really hard, if we have to create the ad,implement it, etc. With this scenario, the ad-networks won`t be needed anymore, because they won`t have any purpose.

Hmm..well I dunno about making a banner hard but fro me, the really hard thing to do is how to make the banner attractive to the users, what if you have a certain type of banner that you are looking for, and the ones available premade is not to your liking, then what will be the next thing to do? You cannot request to the ad networks if they can make a banner according to your specific needs?

As far as I know, the majority of ad-networks are not offering custom banners to their affiliates. However, the available number of pre-made different banner matrix is pretty high. It is in the ad-network interest to produce attractive advertisements. If the ad-network is known for good advertisement results, it will have more new clients joining in.
