SEO - Short definition

What I know about SEO is that when you make your website content, you will input some of the words that you intend to use as 'tags', by the way, what is the difference between 'tags' and 'metatags'? So that when you finished your content, you will upload your site and also submit your tags that when a user searched for that specific tag, the engine will display your site in the list.

But how do you make your site climb up to the charts?
