Although Dreamweaver is hands down the most popular tool out there for web design, I personally find Firebug as the best tool a web developer could ever have. The best thing about it is that it's free! Firebug downloadable as an extension for Firefox and Google Chrome.

What I find so convenient about Firebug is that you can see how the elements of a web page relate to one another. You can highlight these elements and make CSS, HTML, and JavaScript tweaks real time. This is great for when you are just making trial and error modifications on your web page and don't really want to have to rewrite your code until you see how your changes look like.

For me, nothing beats hand coding a web page. That way you know your codes and if something is out of place you know exactly where to go. The disadvantage of being entirely dependent on Dreamweaver is when its features get buggy like for instance when checking in multiple files, some files remain checked out. You must review your file list for missed files and check them in once more. Also, if there's a bug in your webpage you could for hours looking for that bug as opposed knowing you code by hand.
